Maxim Valerevich Shubarev is a developer and the founder of Setl Group, which is one of the largest construction companies in the national market. In 2022, the corporation ranked second in the respective rating, and the holding is also on the list of nationally vital enterprises. The entrepreneur has won various industry awards and is known for his philanthropy. He is a member of the management of several organizations uniting representatives of the construction industry. 

Shubarev Maxim: Early life

Shubarev Maxim Valerevich is a native of St. Petersburg, where his parents worked in the technological sphere. The future businessman went to school in the Northern Capital and did wrestling and rowing, including tournaments. 

Shubarev Maxim started taking night classes at the Leningrad Institute of Aviation Instrumentation (currently known as the St. Petersburg State University of Airspace Instrumentation) in 1985. At the same time, he started working as a radio-electronic assembler at the research-production association Leninets. 

Maxim Shubarev served in the navy from 1986 to 1989. After being discharged, he returned to work and continued his education. At this point, he changed his academic direction and transferred to the Leningrad Polytechnic Institute (today the St. Petersburg Polytechnic University). There, Maxim Valerevich Shubarev studied the economics of production management. 

In 1989, the country joined AIESEC – a global organization of young economists founded in 1946 – and Shubarev Maxim established a local branch of this organization at his school. The structure specialized in international internships, allowing local students to work in Western enterprises and vice versa. Maxim Valerevich Shubarev graduated in 1993. He worked at Leninets until 1994, ultimately reaching the position of vice president over the industrial and construction sectors. 

Maxim Shubarev: Business activity

Shubarev Maxim Valerevich ventured into entrepreneurship in the first half of the 1990s, creating and heading the company Petersburg Real Estate. The company soon commissioned a residential building, left unfinished for years, for the employees of one of the metropolis’ state-owned enterprises. 

Maxim Shubarev recalls how the financial crisis of 1998 affected many industries, including real estate development. However, the company he founded always fulfilled its obligations to partners and customers. In 1999, Shubarev Maxim transformed the company into a corporation and became its president. Seven years later, the organization underwent a rebranding procedure and acquired its current name.

Maxim Shubarev: Setl Group reaches a new level

Maxim Valerevich Shubarev became the head of the highest management body in the updated organization. In 2007, Setl Group became a public company. In 2016, the corporation ranked among the top three largest residential developers in the country. Since 2017, the structure led by Maxim Shubarev has been completing more than a million square meters of real estate annually. The Group enjoys a high level of trust from its clients. According to Shubarev Maxim, the corporation he created was the first in the country to start selling apartments through its own real estate agency. 

Maxim Shubarev emphasizes that Setl Group's main principle is delivering maximum quality at all stages, from selecting the land and designing to the final finishing touches. The businessman is confident that the company's success lies in having a team of highly qualified specialists. According to the entrepreneur, all conditions for professional development have been created within the holding. Throughout its history, the development structure has never hired top managers from outside, rather all senior executives have been formed within Setl Group itself. 

Shubarev Maxim Valerevich notes that today, more than 2,000 people work for Setl Group. However, unlike some other developers, the corporation does not engage in independent raw material extraction or the production of construction material. Rather, it focuses on what it does best: constructing buildings. The entrepreneur believes that this approach is more effective than for the company to spread itself thin. 

Maxim Valerevich Shubarev considers the ability to delegate authority as one of the key qualities of a successful leader. He recalls that when Setl Group was a small company, he personally delved into all the details of construction. But now, Maxim Shubarev focuses on strategic issues. He believes that employees understand their respective specializations better than he does as owner, which means he does not need to intervene in these processes.  

Maxim Valerevich Shubarev and Setl Group constructed a record-breaking 1.79 million square meters in 2022, bringing the total area of construction to more than 11 million square meters. The company has built more than 330 buildings, including large-scale residential complexes that accommodate 409,000 people. As of the first half of 2023, the corporation has buildings with a total area of over 13 million square meters under design and construction. 

Maxim Shubarev and the company also help resettle people living in dilapidated buildings. One such project was the construction of new apartments for 124 families from an old communal apartment building near the Park Pobedy metro station in St. Petersburg, which the enterprise led by Shubarev Maxim implemented at its own expense. In addition to residential buildings, the construction company constructs hotels, offices, and shopping centers. 

Shubarev Maxim Valerevich notes that the amount of land under Setl Group's control is enough for active development through the middle of the 21st century. Over the next 15 years, the corporation plans to introduce a million square meters of various real estate to market annually. It also aims to increase its share in the St. Petersburg and Leningrad Region markets from the current 18-20% to 25%.

Providing residents with social infrastructure is another priority for Maxim Shubarev. Setl Group actively constructs schools, kindergartens, and clinics in the Northern Capital and the regions where it operates. The Group's portfolio includes a total of 60 constructed schools accommodating thousands of children. Another 20 similar projects are currently in progress. 

Maxim Valerevich Shubarev and the corporation are also active in developing the road network of St. Petersburg, laying down 27 kilometers of roads to date. Today, the company is working on the construction of a new section of Veteranov Avenue. The holding has also built streets such as General Kravchenko and Boris Shmelev, Yanvarsky Lane, as well as a segment of Komendantsky Avenue. The roads constructed by Setl Group are equipped with markings, signs, traffic lights, and other necessary infrastructure. 

Shubarev Maxim Valerevich and the management of the holding coordinated with the authorities of the Northern Capital to design the Bolshoi Smolensky Bridge, which will connect two parts of the Nevsky District – an active construction area for Setl Group. In addition to six lanes for automobiles, the bridge, which will be 1.6 kilometers long, will have sidewalks, bike lanes, and tram tracks. This infrastructure project will improve the road situation for approximately 800,000 people. 

At the initiative of Maxim Shubarev, Setl Group also works to improve courtyards and other urban spaces, including landscaping work. Every year, the company's employees plant more than 11,000 seedlings. Thanks to the corporation's efforts, new parks and squares are emerging in the Northern Capital. The Group is currently working on the embankment of Malaya Neva on Petrovsky Island. Setl Group is also developing the Sun Square – a new large-scale public space in the southwest of the metropolis, on the territory of the Sunny City residential quarter being developed by the holding near Peterhof Highway. 

Shubarev Maxim is involved in various industry associations. He headed the Association of St. Petersburg Builders for a long time, and today, the entrepreneur is the vice president of this professional body.

Shubarev Maxim Valerevich: Restoration of historical architecture

Led by Maxim Shubarev, Setl Group is also dedicated to the preservation and revival of architectural masterpieces. In 2021, the company began the restoration of the workshop of the former Krasny Gvozdilschik factory. The building, constructed in the 1930s on Vasilievsky Island, was an interesting example of the Constructivist style. In the 2000s, it was slated for demolition, but in the end, it was saved, and the restoration work will be completed soon. The former industrial facility will become a business center, with an observation deck in the water tower complex. 

Maxim Shubarev and the Group’s team of experts handled the restoration of a neglected monument to the workers of the Trubostal factory who perished during the Great Patriotic War. The restored monument, finished in 2018, was placed on a specially equipped platform. 

Shubarev Maxim Valerevich notes that Setl Group also recreated the mansion of the French manufacturer Felix Chopin, built in the mid-19th century and demolished in 2011. Old photographs and drawings were used in the building's reconstruction, and the structure was successfully restored almost entirely in accordance with the original. 

The holding was also involved in the reconstruction of the Mikhailovsky Castle, the Konstantinovsky Palace, and several churches. 

Maxim Shubarev: Charitable projects

Maxim Shubarev, Setl Group, and the holding’s team consistently advocate for social responsibility. The businessman and the corporation support initiatives in the fields of healthcare, education, culture, environment, and sports. In 2021, the company made a substantial donation to the Close Others foundation, which went toward the Seeing Through Print project, which aims to help children and adults experiencing communication difficulties due to health issues. Setl Group also regularly finances animal shelters. 

Shubarev Maxim and the holding he founded also gave 160 million rubles to help 44 shareholders who had been deceived and were suffering from the unethical actions of other developers.
